RandomWare
uses the standard random number generator from the Microsoft Run Time Library to
generate random numbers for the selection process. The run time
library is an integral part of Microsoft's Visual Studio product for
software development for Windows. Review the article about random

As noted in
49CFR382.305
Section (i), the RandomWare procedure qualifies as a valid
"computer-based random number generator" and can be
proven. A viable random number generator must demonstrate
"Uniform Distribution." Our system provides a module
through which uniform
distribution can be verified. Essentially,
uniform distribution is what guarantees the same chance of selection for each

(i) The
selection of drivers for random alcohol and controlled substances testing
shall be made by a scientifically valid method, such as a random number
table or a computer-based random number generator that is matched with
drivers' Social Security numbers, payroll identification numbers, or other
comparable identifying numbers. Under the selection process used, each
driver shall have an equal chance of being tested each time selections are
